MEDIA TIPS AND LEADS
MR. FRYER GOES TO WASHINGTON: The World Bank, tired of criticism from the world's unions that its lending practices are punitive to public sector workers in financially-troubled countries, has invited one of Canada's foremost labour analysts to take a look at its policies. John Fryer, an adjunct professor with UVic's school of public administration and former president of the National Union of Public and General Employees, takes up a three-to-six month post with the organization at its Washington, D.C. headquarters in September.
"The President of the World Bank told the Global Union Network that extraparliamentary strategies such as letter writing campaigns were not influencing them at all and suggested that the network find someone who shares their views to work with the Bank to review their guidelines and maybe change their minds about their current policies," says Fryer. Currently the World Bank requires developing countries to reduce the number of public service employees and privatize services to qualify for relief loans.
Fryer believes he was chosen because of his background as a former union official and economist and his experience in working with governments. In 2001 a committee he chaired presented a report to the federal government on improving labour-management relations in Canada's public service.
"The Bank is covering my living expenses as I do this task. If I'm successful, we could see some changes in how the World Bank approves development loans in the future."
