I was recently asked what my plan was. Well, things like this can't hurt, for
starters.

Speech given by Saddam Hussein, President of the Republic of Iraq, to the
General Assembly of the United Nations on September 16 2002 in commemoration of
the 20th anniversary of the Sabra and Shatila Massacre.

People of the United Nations, the people of the world, people of the United
States.

Twenty years ago to this day, the Israeli Likud Regime while invading Lebanon
carried out a world-renowned act of terror. The people of Iraq extended their
immediate sympathy and proudly identified the perpetrators as people who cannot
stand the Palestinian love of freedom, and this Iraq proudly stands with them
about. Those who would destroy our freedoms, like Ariel Sharon, are known to be
terrorists and we share in the worldwide sympathy for the Palestinian victims of
terror on this anniversary that we felt then.

In the time since Ariel Sharon and his Likud Terror organisation killed
innocents at Sabra and Shatila, more has come to light about American government
involvement in this plot against civilians. America, it is now known, armed and
trained IDF terrorists. It gives shelter to Israeli Likud leaders. It allows the
operation of many "charities"; charities that it has full-knowledge are
financial supporters of Likud terror. We have offered the American government
many times the full substantial proof that these charities are, in fact,
conduits to fund terror groups- but our overtures have been rebuffed, each and
every time, except when America thinks it can get something from Iraq. Instead,
America has completely isolated itself from the International Community,
increased military spending despite a failing economy, and sought and continues
to seek weapons of the most destructive imaginable. From biological to nuclear
to chemical and radioactive, the American regime is known to have acquired all
manners of mass terror. The United Nations finally stood up and said no to
America and now Iraq aims to enforce that call for all freedom-loving peoples.
Iraq has run out of patience.

First, let me stress that the people of Iraq have no quarrel with the American
people. It is the continuing manipulation of the un-elected dictators who, so we
have come to understand, would even have a hand in destroying their most
important buildings only to cover up the tracks of their coup against their
democracy at the end of the year 2000.

The Security Council has made it clear, and repeatedly, that the resolutions
they have passed to bar America's re-armament must be enforced. We know they
have developed biological weapons, the anthrax they tormented their population
with has been found to have come from a domestic American source. This much we
know about it, despite being told again and again that the United States will
not allow in UN inspectors to protect us from these terrible weapons of mass
destruction. The only time the American government allows inspectors in is when
they feel a personal threat, and then it is usually only another trick. We
cannot trust any of the actions of American leaders. We must not be fooled into
believing this has somehow fundamentally changed.

We in Iraq will not sit idly by, as was done in Europe in the face of Hitler, to
see what happens. When you sit and do nothing while the world's most evil
regimes stockpile the most destructive and murderous weapons, you invite days
like September 16, 1982 and the massacre of Sabra and Shatila. We will not let
that happen. History has called upon us to lead the world and eliminate the
terrorist regime in Washington and to uphold to the letter the actual resolution
passed in the UN. Further, we insist that the Security Council either gives us a
stronger mandate to move freely with our troops in the capital until elections
with non-terror compromised American candidates can be held. Whether the
Security Council chooses to make a democratic pledge in America or not, we will
not abandon the freedom lovers who are currently held hostage by terrible
weapons and a government that makes it's own civilians disappear, without so
much as a phone call. True, freedom-loving Americans will run in a new, totally
free election. The United Nations can make itself proud to be associated with
this reconstruction, or the Iraqi people will be up to the task.

America will not be abandoned.

Previously, the World Court has passed a resolution condemning American State
terrorism in Nicaragua, when they mined Nicaraguan harbours. That was a great
step forward for the integrity of that institution, but at the same time America
was not called to account. America simply ignored the rulings of the
International body and is not interested in dealing with people fairly about
these matters today. America thinks it can ignore the will of the International
Community without paying a price. Do we plan to use the halls of the United
Nations to tell America, that "no, we don't act when you flagrantly disregard
the United Nations and resolutions of the Security Council?" Iraq will not be
made a fool of or held hostage by American biological threats and secrecy.

The United Nations general assembly has constantly condemned Americas continued
harassment and blockade of the friendly Cuban people. That the tiny island of
Cuba could be held hostage to such Tyranny as this Texan Tyrant can subject
people to is intolerable. People of the UN, most notably the security council,
let me make one thing clear from the Iraqi perspective: The day when one huge
country can hold the entire world hostage with terrible weapons of mass
destruction must end, and it will be ended. The constant threat of kidnapping
people, particularly Muslims, and flying them to an island prison where they all
but disappear forever-- the day has come that this will not continue. We will
visit democracy once again, in a solid, unified and democratic and
non-isolationist America. We will do this to prevent all of these things we know
that the Bush regime perpetrates on the peoples of the world. We will shoulder
the burden, if the Security Council cannot enforce their own sanctions against
this un-elected, dictatorial cabal that shows no regard for international law,
or basic civil liberties and human rights.

The Security Council has passed numerous resolutions condemning Israeli actions
against the Palestinian people. No country has been sanctioned more often and
shown a greater disregard for international law than Israel. It is one of the
world's most paranoid Rogue States. This government in Israel is known to carry
out massacres and fly in the face of all international law and every resolution
ordering Israel to obey international law. Yet, every time the terrorists in Tel
Aviv ask for further weapons, further military funding, they go to the world's
number one supplier of such technology. How can the world be serious about
fighting terror and stopping the proliferation of dangerous weapons of mass
destruction-yet at the same time watch and do nothing as American Terrorists arm
Israeli terrorists?

The United Nations has ceased to command respect from the Bush Regime. They
flout every aspect of the organisation and do so in the fully self-assured
knowledge that nothing will be done to challenge their intransigence. Well,
people of the world, American leaders will find out what happens to people who
do not share our love of freedom. What the UN is unable to do to help America
become free, the people of Iraq will not withhold. We intend, by the truth that
is justice, to uphold the UN resolutions in the coming weeks.

It has come to bear that certain truths about our previous relationship with the
Americans during the 1980's have come to light. Let us assure you, even though
we worked with the Americans on some areas of mutual agreements, it was not yet
clear to the world what atrocities the Americans were involved with in
Nicaragua, in El Salvador, in Guatemala. Now, in hindsight, we can see what the
Texan Tyrant and his father have been up to. There can be no doubt as to whether
or not this regime in Washington is terrorist, with it's massacres in
Afghanistan, it's destruction of democratic freedoms under the patriot act, and
it's financial chaos on Wall Street, due to the plunder of the oil industry by
Bush and his cronies. These crooks have cynically used their power to corrupt
the economy and steal millions upon millions of dollars while their population
grinds further into "recession", no longer being assured, as is the words of
their own constitution "the pursuit of happiness".

We know the Bush Regime continues to manufacture and fire off weapons tipped
with depleted uranium. This we know from direct experience in our first war of
defence against America. We now see the malignancies also of the children of
Yugoslavia, after the American-led NATO war of aggression, unsanctioned by the
United Nations. We are not dealing with a regime that understands international
law. We cannot be bound by that either, and we are going to insist upon regime
change in Washington DC. Given the American refusal to allow weapons inspectors
in to check on their nuclear facilities, to inspect their anthrax and other
terror chemical programs and to ensure the safe destruction of all
uranium-included weapons of mass and or indiscriminate destruction. We are also
going to insist upon the elimination of all cluster bombs, which land like
little land mines, and remain until children working the fields get blown to
little pieces.   Some people say that we can afford to wait. That perhaps this
regime will listen to reason, that it can be convinced through mechanisms of
international law.

People of the United Nations, ask yourself this question: have we forgotten the
cruel repression of their own black population, barring thousands upon thousands
from voting in order to steal the election for this regime? They mock the very
institutions of their Supreme Court, where the Texan Tyrant first had his regime
rubber stamped by his cronies "legitimate". From there, we know the American
government had previously trained the Al Qaeda people. That they had remained in
contact over the years, and that many high level warnings came in.

People of the United Nations: Do you think that the pure evil personified in the
Texan Tyrant, do you not think it would cause the acts of September 11, 2002 in
order to manipulate sympathy? Is this not the ultimate indictment, an immediate
call for occupation, transitional governance and nation building? Is it not in
the spirit of the United Nations to help at this difficult time in getting the
American people back into a state of freedom, and to help rebuild and manage
this country for the near future? We will not abandon America, and thereby watch
it slip backwards down the path of evolution towards barbarity. We will stand
with our American brothers and sisters, reinvest and revitalise that once proud
people so that they can scream to the world: "Proud to be American" once again.
We will rebuild the schools, once the institutions are recreated to eliminate
the horrible remnants of their leaders' misdeeds. Are people of the United
Nations aware of the propensity of American high school textbooks to teach that
Christopher Columbus was a "hero", that it makes no mention of their leaders
genocidal history? In order for America to be welcomed back into the United
Nations family, we must be certain they have come to terms with their own past.
We believe that the institution of the United Nations, in order to remain
relevant to a changing world, must take the lead in providing the new schooling
system and rebuilding American civil society.

We are prepared to face the American threat, not to wait until they use their
terrible weapons of nuclear annihilation-remember, they are the only regime in
history that has used nuclear weapons, incinerating hundreds of thousands of
Japanese at the onset of this cabal. The stealing of the American democracy by
such a small number of oil magnates represents the fear of the American regime
in the face of the rest of the world. They know they are isolated, that people
everywhere can see them for what they are. They may inoculate their own people
with crude, racist state propaganda. They may eliminate civil rights and
liberties for now, they may bomb the facilities of any opposition media, they
may become increasingly dictatorial, ever more totalitarian. We in Iraq
recognise these as the desperate actions of a paranoid and doomed regime.
History will sweep away their abuses against human and American dignity and the
sooner the better. We the people of Iraq, however, our patience has run out. We
know that the Bush regime has stockpiled the means to terrorise and kill
millions. We will not wait for this calamity before we act. We will pre-empt it,
and we will be victorious. Either the United Nations will be able to reign in
this monster threat to freedom immediately, or Iraq will go it alone and free
the people of America from bondage under the Bush tyranny.

On this, the 20th anniversary of Sabra and Shatila, we ask people to allow their
deaths to add clarity to what is needed when facing threats from terrorists. In
order to never allow the Sabra and Shatila victims be forgotten, let us act upon
the enduring lessons. Let us liberate all peoples for a free, new and clear
future. Allow the UN to help Iraq do this for all the people of the world, and
help us rebuild on a new day and a new foundation of democracy, peace and human
rights. Let us, together, show the world that the Security Council is dedicated
to the defence of people from Terrorism. Our final words to the General
Assembly: Become a partner in the coalition or Iraq will deal with the American
threat by herself.
