[Iswg3906.organizers] draft proposal

Hey all,

Here's the proposal Niki and I drafted. As you'll see we've made quite a
few changes to hopefully better represent the kinds of work the group has
been doing/committed to and then to also account for some of the changes
going forward.

The areas highlighted are just to flag where the other sub-committee needs
to fill in, but also feel free to let us know what you think about the
other stuff and the broader framing.

Sorry for not getting this out last night like we promised! I was looking
into whether Steel City Sol still has the blurb in their statement about
electing a chair, etc. It turns out they do, so we've left it in as well
with a few minor edits. It seems like the purpose of keeping it is just to
make the committee structure make more sense to general members and avoid
any complicated conversations about horizontal organizing. ;)

I also attached the budget as promised. Decided to send this around to
everyone individually as well to avoid the delay with the list due to
attachments.

If others can send the updated version around I can make sure it gets
printed for Monday's meeting.
