hi all, i just came across this and figured I'd send it out to get the ball
rolling.

its focused on the canadian context and i like how it brings a few
different issues together--namely language, education and knowledge. it's
an older piece too, which could be helpful for understanding some of the
more longstanding conversations that have been happening.
