Montréal, 10 décembre 2007 – Des activistes anti-racistes du groupe de
justice pour les immigrants Personne n'est illégal, et leurs alliés, seront
de retour à la Commission Bouchard-Taylor ce lundi pour dénoncer les « Cinq
grandes orientations » du Parti Libéral portant sur les soi-disant «
accommodements raisonnables ». Les manifestants s'opposent en particulier à
:

« Demander à tout nouvel arrivant de prendre un engagement moral, sous la
forme d'une déclaration de connaissance des valeurs québécoises, qui
pourrait être signée par celui-ci en vue de sa sélection, dans le but de lui
permettre de mieux connaître la réalité québécoise avant de faire le choix
de s'établir au Québec. » (Source :

Cette proposition ressemble à celle de la citoyenneté québécoise mise de
l'avant par le PQ et au code de conduite d'Hérouxville qui a joué un rôle
important dans l'établissement de la Commission. En mettant de l'avant cette
orientation, le PLQ renforce l'idée raciste que les immigrants sont arriérés
et immoraux. En plus d'être une version édulcorée du code d'Hérouxville, la
proposition du PLQ emprunte au maccarthisme; alors que le code d'Hérouxville
s'applique à tous, la déclaration telle que définie par le PLQ serait
imposée exclusivement aux immigrants.

« Les grandes orientations du Parti Libéral, tout comme la Commission
elle-même, forcent les immigrants à justifier leur présence au Québec, »
comme nous le rappelle Mubeenah Mughal, une des organisatrices du piquetage
d'il y a deux semaines. Elle ajoute : « Le Parti Libéral cède aux racistes
et au racisme. »

D'emblée, la question de qui, précisément, définira les « valeurs
québécoises » demeure un mystère. Comme la Commission le démontre
clairement, nous ne pouvons même pas nous entendre sur cette question. Si,
de toute évidence, les Québécois ne signeraient pas un tel document, comment
peut-on exiger que les nouveaux immigrants le fassent?

« En demandant aux immigrants de connaître la 'réalité québécoise', le
document mentionnera t-il la pauvreté, les services de santé mis aux
enchères, le manque de logement abordable, la violence conjugale,
l'homophobie, la pollution, le profilage raciale et la brutalité policière
que subissent plusieurs Québécois? », a demandé Faiz Abhuani.

« Pour entamer toute discussion sur les valeurs, nous devons d'abord
reconnaître le génocide et l'expulsion des nations autochtones de ce
territoire, » affirme Sophie Le-Phat Ho, qui a pris la parole au dernier
forum de citoyens le 29 novembre. « Parler de 'valeurs québécoises' dans ce
contexte relève de la pure hypocrisie. »

Les « Cinq grandes orientations » ne feront que nous désorienter des
problèmes réels.

Montreal, 10 December 2007 – Anti-racist activists from migrant justice
group No One Is Illegal, and allies, will return to the Bouchard-Taylor
Commission this Monday to denounce the Liberal Party's "Five general
solutions" on so-called "reasonable accommodation." Protesters especially
object to their proposal to:

"[a]sk all immigrants to make a moral commitment in the form of a statement
of understanding Quebec values, which may be signed as part of the selection
process to ensure immigrants understand our reality before choosing Quebec
as their new home."

This so-called "solution" works within the same framework as the PQ's
citizenship proposal or the Herouxville "code de vie" that played a crucial
role in sparking the establishment of the Commission in the first place. By
proposing the above solution, the PLQ perpetuates the racist idea that
immigrants are somehow backwards and lacking morals. On top of being a
watered down version of the Herouxville code, the Liberal Party's "solution"
borrows from McCarthyism. Whereas the Herouxville code applies to everyone,
the Liberal's statement of understanding is imposed on new immigrants only.

"The Liberal Party proposal, like the entire 'reasonable accommodation'
Commission, unjustly forces immigrants to justify their presence in Quebec,"
said  Mubeenah Mughal, an organizer of pickets against the Commission. She
adds: "The Liberal Party is pandering to racists and racism."

There is a problem with exactly who will define what Quebec values are
supposed to be. As the Commission clearly demonstrates, we cannot agree on
what those values are. If Quebecers would not sign such a document, how can
we ask new immigrants to do the same?

"By demanding immigrants to 'understand our reality', will the document
mention the poverty, the precarity, the poor health services, the lack of
affordable housing, the domestic violence, the homophobia, the pollution,
the racial profiling and the police brutality faced by many Quebecers?",
asked Faiz Abhuani.

"The starting point for any discussion about values is to recognize the
genocide and displacement of the indigenous peoples of this land," stated
Sophie Le-Phat Ho, who addressed the Bouchard-Taylor public forum on
November 29. "Talking about 'Quebec values' is this context is pure
hypocrisy," she adds.
