[IPSM] State violence against social movements in Oaxaca, Mexico

Speakers from the Council of Indigenous Peoples –Ricardo Flores Magon
(CIPO-RFM) were at Carleton University last Tuesday, Oct 17th.  CIPO –RFM
is part of the Popular Assembly of the Peoples of Oaxaca (APPO in
Castilian) which is “made up of some 400 social organizations,
collectives, and individuals.[1]”

Asuncion Lopez and Pedro Bautista Rojas told us about their situation in
Oaxaca, in particular about the state repression both they, CIPO-RFM and
other organizations and social movements are enduring.

They stressed that state violence directed at APPO by the Oaxacan state
and the federal government of Mexico risks becoming much worse, and
bloodier in the near future.  They equally stressed the need for all
good-hearted people to act in solidarity with the peoples of Oaxaca.

They asked that you let the Mexican government know that international
attention IS focused on Oaxaca and that it is under the looking-glass. 
They suggested that you write, call, e-mail, contact the Mexican embassy
or consulates here in Canada (contact information below).  Please DO write
and let the Mexican government know that their, the state of Oaxaca, and
governor Ortiz’s actions have been totally immoral, and that they must
stop the repression of APPO, and CIPO-RFM.

Background:



On May 22nd Section XXII of the National Education Workers Union (SNTE in
Castilian) went on strike with a long list of political and economic
demands.

On June 14th the Oaxacan state and the (ex)governor Ulises Ruix Ortiz
chose to use state violence to end the strike.  One of the results of this
decision was massive support for the striking teacher and the creation of
the Assemblea Popular de los Pueplos de Oaxaca (APPO).

The resignation of (ex)governor Ortiz is one of the SNTE’s primary
demands, as well as of the APPO.

“Raúl Gática of the Popular Indigenous Council of Oaxaca (CIPO , in its
spanish initials), currently in exile and one of hundreds of social
agitators with arrest warrants hanging over their heads, explains that
Ruíz's repression against social movements is well calculated. Since these
movements stimulate broader political participation and consciousness,
they are specifically targeted for repression in order to break them apart
from the inside so that projects such as the PPP (Plan Puebla Panamá) can
be implemented without organized resistance from the affected
communities.”
