EXPRESS YOUR OUTRAGE AT CANADA'S SUPPORT FOR ISRAELI WAR CRIMES

In Lebanon as in Gaza, hundreds of people have been killed; bridges,
roads, buildings, power plants, petrol stations, ports, airports, vehicles
have been destroyed. Israel is maintaining a land, sea and air blocade of
the country, with devastating consequences. Under the attack, people are
abandoning their homes and fleeing into central Beirut with nowhere to go.
Yet the Prime Minister of Canada, in recent public statements in London,
England, framed the military assault as a matter of Israel's legitimate
right to self-defence and characterized it as "measured". Meanwhile, the
Minister of Foreign Affairs in his 12 July statement, condemned Hizballah
for its actions against Israeli military targets but remained absolutely
silent about Israel's crimes against civilian populations.

**DONATIONS ARE URGENTLY NEEDED to buy supplies for internally displaced
people flooding into central Beirut, Lebanon. A citizen's committee,
Sanayeh Relief Center, has formed, and is currently working with 5000
refugees sheltered in schools to provide basic supplies to the refugees. It

POINTS TO RAISE IN FAX/EMAIL AND CALLS TO GOVERNMENT:

* The destruction to lives, public infrastructure and private property in
both Lebanon and Gaza has been appalling, even measured against the
Israeli government's habitual disregard for international law and human
life. Israel has invaded a sovereign country, is bombarding civilian areas
indiscriminately, has systematically destroyed land, sea and air routes
out of the country and is holding all of the people of Lebanon under siege.
Entire families have been murdered, buried under their houses, fleeing in
cars, walking on the streets.

* Statements by Harper and MacKay on the current crisis in the Middle East
have been entirely lacking in balance, in any measure of objectivity, in
basic knowledge of the region's history, in respect for international law,
and in basic compassion for human suffering. Mr. Harper's statements in
London, England early last week, condoned the Israeli military assault on
Lebanon and charaterized it as legitimate self-defense and "measured" - an
extraordinary claim when measured against the reality of the destruction
wreaked the country and the hundreds of civilian deaths on the pretext of
the capture of three of its soldiers. Peter MacKay's July 12 statement
condemned Hizbollah and called on the governments of Lebanon, Syria and
Iran to take measures to bring an end to the crisis. Not one word was
directed at Israel. These statements are tantamount to condoning state
crimes, state terror, the disregard of international law and conventions,
and whatever geo-political aims lie behind the Israeli government's
appalling contempt for human life.

* Israel demands the implementation of UN Resolution 1559 from 2004,  that
among many things, calls for the disarmament of Hezbollah. Israel itself
fails to respect the multiple resolutions adopted by the UN decades ago in
favour of the rights of the Palestinian people; the international community
fails to enforce them. The non-application of these resolutions - most
importantly that of UN Resolution 242, that for close to 40 years has
Called for the withdrawal of Israeli armed forces from the territories
occupied in 1967 - is the context of the current conflict.

* The government's stance on this issue - as well as that of the Prime
Minister - has helped squander the precious political or moral capital
Canadians have with people in the Middle East, and Arab and Muslim
communities around the world. It has encouraged racism and exacerbated
divisions between communities within Canada. It has undermined whatever
could be taken from the fact that Canada did not publicly stand on the
Same ground as the United States when it came to its dealings in the Middle
East. This will not be easy to recover.

DEMANDS

* That Canada immediately and forcefully condemn Israeli war crimes and
demand that Israel immediately cease its aggression towards and withdraw
from Lebanon and Gaza.

* That Canada forcefully condemn Israeli contempt for international law
and demand that Israel work towards peace by releasing all Palestinian and
Lebanese political prisoners; dismantling the apartheid wall; withdrawing
from occupied Palestine; and granting the right of return of all Palestinian
refugees to their homes.

aller. Pourtant, les premier ministre du Canada, lors d¹une récente
déclaration publique à London, en Angleterre, a décrit l¹assaut militaire
israélien comme découlant du droit légitime d¹Israël à l¹autodéfense et
l¹a caractérisé de « mesuré ». Pendant ce temps, le ministre des Affaires
étrangères, dans sa déclaration du 12 juillet, a condamné le Hezbollah

    POINTS À INCLURE DANS VOS ENVOIS AU GOUVERNEMENT

* Les destructions de vies, d¹infrastructures publiques et de propriétés
privées au Liban comme à Gaza sont épouvantables, même comparées à
l¹indifférence habituelle d¹Israël face aux lois internationales et à la vie
humaine. Israël a envahi un pays souverain, est en train de bombarder des
régions aires occupées par des civils sans discrimination, a
systématiquement détruit des voies terrestres, aériennes et maritimes
menant vers l¹extérieur du pays et maintient toute un population emprisonnée
sous son siège. Des familles entières ont été tuées, enfouies sous leurs
maisons détruites, lors d¹un fuite en automobile, ou encore en marchant dans
les rues.

* Les déclarations de Harper et de MacKay concernant la crise actuelle au
Moyen-Orient ont été complètement dénués de nuance, d'objectivité, de
connaissance de base de l'histoire de la région, de respect pour la loi
internationale et de toute compassion pour la souffrance humaine. Les
déclarations de Harper à London en Angleterre tôt la semaine dernière, ont
encensé l'assaut militaire israélien sur le Liban et l'ont caractérisé
d'auto-défense légitime et de « mesuré » - une affirmation extraordinaire
lorsque comparée à la réalité de la destruction qui a dévasté le pays et
qui a fait des centaines de morts de civils sur le prétexte de la capture de
trois de leurs soldats. La déclaration de Peter MacKay le 12 juillet a
condamné le Hezbollah et en a appelé au gouvernements du Liban, de la
Syrie et d'Iran de d'adopter des mesures afin de mettre fin à la crise.
Aucun mot n'a visé Israël. Ces déclarations équivalent à un encensement des
crimes d'état, de terrorisme d'état, d'insouciance par rapport à la loi
internationale et des quelconques objectifs géo-politiques visé par Israël
derrière son mépris pour la vie humaine.

* Israël demande la réalisation de la résolution 1559 de l'ONU de 2004,
qui, entre autres, exige le désarmement du Hezbollah. Israël, quant à elle,
manque de respecter de multiples résolutions adoptées par l'ONU il y a des
dizaines d'années en faveur des droits du peuple palestinien; la communauté
internationale refuse de les imposer. La non-application de ces résolutions
­ particulièrement de la résolution 242, qui depuis près de 40 ans en
appelle au retrait des forces armées israéliennes des territoires occupés en
1967 ­ constitue le contexte du conflit actuel.

* La position du gouvernement sur cette question ­ et aussi celle du Premier
Ministre ­ a contribué à gaspiller le capital politique ou moral précieux
que les canadiens ont avec les gens au Moyen-Orient, et avec les communautés
arabes et musulmanes partout dans le monde. Celle-ci a encouragé le racisme
et empiré les divisions entre les communautés au Canada. Celle-ci a
également miné tout ce qui a pu émerger du fait que le Canada n'avait pas
mis les pieds sur le même terrain que les États-Unis lorsqu'il s'agissait
d'enjeux au Moyen-Orient. Cela ne sera pas facile à regagner.

REVENDICATIONS

  * Que le Canada condamne immédiatement et avec ardeur les crimes de guerre
israéliens et exige qu'Israël cesse immédiatement son agression et se retire
du Liban et de Gaza.
  
* Que le Canada condamne avec ardeur le mépris israélien pour la loi
internationale et exige qu'Israël se mette sur la voie de la paix en
libérant tous les prisonniers politiques palestiniens et libanais;
Détruise le mur d'apartheid; se retire de la Palestine occupée; et accorde
le droit de retour à tous les réfugiés palestiniens.
