[IPSM] Territory holding Tlicho's "Free election"

  YELLOWKNIFE - The new Tlicho government in the N.W.T. has been hailed as a 
model combination of public and aboriginal government, but it appears that 
the territorial government is in charge of the first Tlicho elections.

       Nominations for chief and council in each of the four Tlicho 
communities closed Monday.

       But no information about the election- including the names of the 
candidates- can be released without authorization from the territorial 
government.

       On Monday after nominations closed, no one was available to give that 
authorization.

       The chief electoral officer who will oversee the elections works for 
the territorial government.

       And it's territorial legislation that creates the new governments and 
sets out the rules for the election.

       The election is scheduled to take place June 13.
