[IPSM] Endorse IPSM's letter to Quebecor in solidarity with Grassy Narrows

The Indigenous Peoples Solidarity Movement (IPSM) has drafted the following 
letter, based on a similar letter written by a member of the community of 
Grassy Narrows, demanding that Quebecor reconsider its involvement in the 
devastation of the traditional land use area of the community of Grassy 
Narrows. Quebecor is one of the largest commercial printing companies in the 
world, controlling several key media outlets throughout Canada. Furthermore, 
Quebecor owns more than 10% of the shares of Abitibi-Consolidated, the 
multinational corporation that is carrying out the clearcutting of the 
Grassy Narrows traditional land use area. We are calling out to groups and 
individuals to sign on to this letter, which will be presented to Quebecor 
in the following weeks.

Dear Sir:

For more than one year, since December 3rd, 2002, to be precise, members of 
the Grassy Narrows (Ontario) community and supporters have maintained a 
blockade to stop clear-cutting operations by Abitibi-Consolidated Inc. in 
the community's ancestral land use area. They were forced, as a last resort, 
to take this action after trying to communicate their concerns surrounding 
the ongoing destruction of their ancestral lands for decades. Not one level 
of government has responded to date in any meaningful way. While we 
recognize that Abitibi-Consolidated Inc. has met with the Grassy Narrows 
band council in order to put forward a proposal, this proposal has done 
little more than repackage legally binding commitments outlined under 
Condition #77 of the Timber Class Environmental Assessment (passed in 1994 
by the Ontario Ministry of Natural Resources), and which to date 
Abitibi-Consolidated has failed to uphold.

The community has lived through many traumatic events including relocation, 
mercury contamination of their waterways, flooding of their sacred grounds, 
residential schooling, and clear-cutting of their forests, which have led to 
many serious social, economic and environmental problems. These violations 
have had, and continue to have a devastating impact on the Anishinaabe 
(Ojibway) culture. In effect, this amounts to environmental racism and 
cultural genocide and we can no longer tolerate this systemic injustice.

The inherent Aboriginal and Treaty rights of the Anishinaabek are protected 
by section 35 of the Canadian Constitution Act, 1982, and by Treaty #3, 
1873. Their Constitutional rights to hunt, fish and trap have been infringed 
on to the point where action must be taken to protect these rights. There is 
a strong legal claim in black letter international law such as the 
International Labour Organization Convention 169, as well as the Draft 
Declaration on the Rights of Indigenous Peoples - to protect their ancestral 
lands for the continuation of their land-based culture. Moreover, we point 
out that legally, Abitibi-Consolidated Inc. has no authority whatsoever to 
conduct negotiations with the Grassy Narrows First Nation; these 
negotiations should only occur at the nation-to-nation level between the 
First Nation and the Government of Canada.

The Grassy Narrows community is struggling to save the last few patches of 
old growth forest as well as trying to protect their trap line areas that 
are slated for clear-cutting. Their goal is to allow the forests to mature 
beyond that of a rotational crop to be harvested as soon as it is profitable 
to the lumber companies. The remaining forest holds pieces of Anishinaabe 
history, culture, spirituality, and medicines, which can never be replaced 
or replicated.

We have been informed of the environmental policy of Quebecor: e.g. 
Quebecor's Environment Policy: 'Collaborate closely with clients, suppliers, 
and various stakeholders (government, industry, community groups, etc.) to 
improve the protection of the environment.'

As a purchaser of Abitibi-Consolidated's newsprint, you are contributing to 
the further devastation of Anishinaabe culture. In light of this 
information, we are requesting concrete measures on your part to correct 
this gross injustice and to live up to your own environmental guidelines. 
Such concrete measures would include putting strong pressure on Abitibi 
Consolidated Inc. to change its current practices and looking seriously into 
a replacement source for your newsprint in the case that 
Abitibi-Consolidated opts to refuse Grassy Narrows' legitimate demands.

We look forward, dear sir, to hearing from you on this matter.

Depuis plus d'une année, le 3 décembre 2002 pour être précis, des membres de 
la communauté de Grassy Narrows (Ontario) et leurs alliés ont érigé une 
barricade pour mettre fin aux opérations de coupe à blanc 
d'Abitibi-Consolidated Inc. sur les terres ancestrales d'usage traditionnel 
de la communauté. Ils furent forcés, en dernier recours, à agir de telle 
sorte après avoir tenté en vain de communiquer leurs soucis et inquiétudes 
au sujet de la destruction de leurs terres, qui persiste depuis des 
décennies. A ce jour, pas un seul niveau de gouvernement n'a répondu de 
manière significative. Nous reconnaissons que la compagnie 
Abitibi-Consolidated Inc. s'est assise très récemment à la table de 
négociations avec le conseil de bande de Grassy Narrows pour mettre de 
l'avance une proposition. Cependant, cette proposition n'est qu'une 
«regurgitation» de la Condition #77 de L'évaluation environnementale de 
portée générale sur la gestion du bois d'uvre sur les terres de la Couronne 
en Ontario du Ministère des Richesses naturelles, dont les engagements ne 
furent d'ailleurs jamais respectés par Abitibi-Consolidated.

La communauté a souffert de plusieurs traumatismes, dont la relocalisation, 
la contamination au mercure de leurs sources d'eau, l'inondation de leurs 
terres, les pensionnats indiens et la coupe à blanc de leurs forêts. Tout 
cela a entraîné de nombreux problèmes sociaux, économiques et 
environnementaux. Ces violations ont eu, et continuent d'avoir, un impact 
dévastateur sur la culture anishinaabe (ojibway). Cumulativement, ceci 
équivaut à du racisme environnemental et à un génocide culturel, et nous ne 
pouvons plus tolérer cette injustice «systémique».

Les droits des autochtones Anishinaabeek garantis par traité sont protégés 
par la section 35 de l'Acte Constitutionnel de 1982, et par le Traité no. 3 
(1873). Leurs droits constitutionnels de chasse, pêche et de trappe ont été 
bafoués au point où il devient impérieux d'agir pour protéger ces droits. De 
plus, il y a un fort argument juridique dans le droit international - 
inscrits dans des conventions de droit international tels que la Convention 
169 de l'Organisation Internationale du Travail et le Projet de Déclaration 
sur les Droits des Peuples Autochtones - protégeant leurs terres ancestrales 
pour le prolongement de leur culture fortement enracinée dans leur 
territoire. Rajoutons que légalement parlant, Abitibi-Consolidated Inc. n'a 
aucune autorité légitime de mener des négociations avec la Première Nation 
de Grassy Narrows; ces négociations devraient se dérouler de nation à nation 
entre la Première Nation et le Gouvernement du Canada.

La communauté de Grassy Narrows lutte de manière acharnée pour sauver les 
dernières bribes de forêt de vieille pousse et pour protéger les zones de 
trappe des effets irrémédiables de la coupe à blanc. Leur but est de 
permettre aux forêts d'exister et de perdurer au-delà des bornes étroitement 
productivistes imposées par les compagnies de pâtes et papier. Ces derniers 
morceaux de forêt encore intacts contiennent des parts d'histoire, de 
culture, de spiritualité et des remèdes traditionnels Anishinaabe qui ne 
pourront jamais être remplacés ou dupliqués.

Nous avons été informés de la politique environnementale de votre compagnie:

Collaborer étroitement avec ses clients, ses fournisseurs et les différents 
intervenants de son milieu (autorités gouvernementales, communauté, 
industrie, etc.) à l'amélioration de la protection de l'environnement.

En achetant le papier d'Abitibi-Consolidated, vous contribuez à la 
dévastation de la culture Anishinaabe. Maintenant que vous êtes informés de 
la situation, nous vous demandons de prendre des mesures concrètes pour 
corriger cette injustice flagrante et respecter les engagements 
environnementaux que vous vous êtes vous-mêmes donnés. Ceci inclue : (i) 
faire pression sur Abitibi Consolidated Inc. pour que cette compagnie 
modifie ses pratiques actuelles; et (ii) rechercher une source alternative 
pour votre consommation de papier au cas où Abitibi-Consolidated refuserait 
de se plier aux exigences légitimes de la communauté de Grassy Narrows. Nous 
attendons impatiemment, cher Président, votre réaction.
