courant des problèmes qui subsistent au Kashipur et dans les régions
environnantes, en Orissa, où les communauté adivasi et dalit se sont
opposé à votre projet proposé de mine de bauxite et de raffinerie
d’alumine. Les communautés sont très inquiètes des menaces à leur mode
de
> vie traditionnel, à leurs communautés et à leur environnement
> qu’entraîneront ce projet minier. Dans le passé, suite aux actions
irresponsables des policiers, trois villageois indigènes ont été tués
le
> 16 décembre 2000, alors que la police avait ouvert le feu sur une foule
désarmée. La commission de justice P.K. Mishra, mise sur pied pour
enquêter sur la fusillade policière de Maikanch, a clairement identifié
les officiers de police coupables, mais aucune action n’a été prise
pour
> que justice soit rendue.

> Récemment, le gouvernement d’Orissa à accentué ces efforts afin  d’initier
> la construction du projet Utkal Alumina International Ltd. (UAIL),  duquel
> Alcan possède 45% des parts, est ce malgré les demandes répétées de la

> Un poste de police et une baraque pour les policiers armés devait
également être inauguré. Ceci est un signe évident que l’état et les
compagnies ressentent le besoin d’installer une présence policière  dans

> Cette cérémonie a été accueillie par l’opposition de quelques 400
villageois, pour la plupart des femmes. En réponse, la police a tenté
de

foule massivement en frappant à coups de bâtons. La bastonnade s’est
produite vers 15h00. Selon les rapports, les villageois ont été battus
sévèrement. Environ 16 personnes ont été grièvement blessées, et trois
femmes étaient toujours inconscientes trois heures après l’incident. On
nous a également rapporté que certaines des personnes qui ont été
grièvement blessées par les coups de bâton des policiers n’ont pas été
conduites à l’hôpital mais plutôt arrêtées et détenues à la prison de
Rayagada. Des témoins oculaires affirment que Saroj Naik, un leader
dalit,
> souffre beaucoup, avec potentiellement des os fracturés, mais qu’il n’a
reçu aucune attention médicale et qu’il est présentement détenu à la
prison de Rayagada.

> Comme vous le savez, le gouvernement d’état a continuellement essayé de
réprimer le mouvement populaire en recourant  à une force policière  qui
a
> culminé à Maikanch le 16 décembre 2000. À cette époque, Alcan était  déjà
> partenaire dans UAIL. Les incidents du 1er décembre 2004 sont très
similaires. On cherche une fois de plus à réprimer le mouvement des
habitants qui exigent qu’on respecte leurs droits.

> des nouvelles urgentes nous provenant de la région du Kashipur, Orissa,

Montréal,
> souhaitent établir un immense complexe minier, comprenant une mine de
bauxite et une raffinerie d’alumine, aux dépends des milliers

attaqués, à coups de bâtons et de gaz lacrymogènes, et ont blessé
grièvement 16 résidents indigènes, pour la plupart des femmes, près du
village de D-Karal**
