Dear Concerned Friends

As you may know we have been working in the Ottawa Coalition Against Mining
Uranium (OCAMU) because we "know-Uranium" and we know that it needs to be a
matter of concern.  24 Municipalities in Eastern Ontario have petitioned the
Government of Ontario to enact a Moratorium on Uranium Mining UNTIL a
comprehensive impact analysis is done and a full public review of the Mining
Act is initiated.

That time has come.

There is currently a review of the Mining Act underway and OCAMU has
participated fully in the Coalition for Balanced Mining Act Reform (CBMAR).
We are meeting with the Ministry of Northern Development and Mines, and have
been present at 3 consultations as stakeholders in Timmins, Kingston and in
Toronto. The Provincial Government is inviting comments on the Mining Act
review that they are in right now and they plan to table the new legislation
in December of this year.  Yes, you are right this is very rushed.

It is important to send your comments and proposals on the Ontario Mining
Act Reform issue to the Ontario Ministry of Northern Development and Mines
before the October 15th deadline. 

In sending comments, you will help to protect the rights, health and
investments of citizens and to protect our environment. 

How to Participate... 

Although the public meeting portion of the "consultation" on the Mining Act
has already closed, there is still an opportunity for members of the public
to give input to the process by providing comments, either in writing or
on-line, before October 15. 

Have YOUR voice count 

Public comment is essential before October 15. 

It is important that your voice is heard if the problems are to be overcome.


The "consultation" process was very hastily put together and the Discussion
Paper that was prepared by officials does not deal with the most serious
concerns that arise from the fact that the rules that the Ontario government
has established for mineral exploration and mining activities say that
mining is more important than all other essential policies and programmes. 

Unless significant changes are made, we all stand to lose. 

The Coalition for BALANCED Mining Act Reform has proposed that the Mining
Act be changed to include Three Modest Proposals that are essential to
bringing mining activities into a proper balance with other policies,
priorities, rights and needs. 

You can help in getting these proposals accepted by taking no more than five
minutes to register your voice on-line. 

All that is required is to submit a brief comment to the following effect: 

* I ask the Province to ensure that the revisions to the Mining Act do
include 
the Three MODEST Proposals of the Coalition for BALANCED Mining Act 
Reform in the new Act. 


* Those proposals ask the Province to ensure that the Mining Act is 
changed so as: 

1. to re-unify minerals with land; 
2. to strengthen municipal planning powers; and 
3. to require review and analysis of impacts of mineral exploration and 
mining activities before such activities can be undertaken by anyone. 

Comments can be made on-line at the website of Ontario's Environmental
Registry. The document is: "Policy Proposal" 010-4327 which is entitled
"Modernizing Ontario's Mining Act" at this address:

comments, perhaps using some cutting and pasting from the above. 

Your voice will help to bring Ontario's Mining Practices into the 21st
century, into balance with other policies and priorities, with your rights,
and with the rights of all other citizens of the Province. 

It will only take you a few minutes. Your help would be much appreciated. It
must be done before October 15.
