Dear Chair,
With regard to the latest email sent by the Chair to Manuel Lepage Lévesque:
Under RONR, Calling The Question is a non-debatable motion. There is a
separate section for Dilatory Motions. Also, Dilatory Motions are those
which delay business, and that is actually the complete opposite of Calling
The Question. This means that the information provided by the chair, in
this case, is false.
With regard to the email sent by the Chair to Jacqueline:
Can the Chair please provide an RONR reference supporting the Chair's view
that minutes are approved by the Chair? Not only does this contradict
section 47 of RONR, but the idea of council approving its own minutes is
also an elementary notion of parliamentary procedure. Again, the chair has
provided false information.
It is the chair's responsibility to guarantee accuracy of information
provided to Council by the Chair.
The Chair may choose to respond to this email at the next council meeting
instead of by email.
Yours sincerely,
Jimmy Kailun Cao
