[GSA Council] Only need 2 directors to have quorum in July council meeting

Hello Emmanuel,

Sorry for the confusion. I sent an email on June 28th, extended the July
poll until July 3rd by the request of the executives; as a result, the
previously announced July meeting (July 15th) is no longer the finalized
one.

Also I think it is important to make sure the new chair (Timir) is
available at the meeting to have an efficient meeting, that is why I came
up with a different date and time. (It is not finalized yet, I will let you
know when it is finalized, hopefully on July 4th when everybody submitted
their votes)

I did not know who will be the chair beforehand, from next time I will take
his availability first to make sure he is available in all the announced
council meetings, so the confusion will not happen again.
