[GSA Council] Arts and Science Vacant director positions.

Hello Masoumeh,

last meeting, we did discuss that there was no point in spending energy to
appoint new directors since there's only 3 months left in the mandate.

I think this energy could be better spent elsewhere (such as GA and proper
transition to the new team).
