To the Executives, Directors and Staff of the GSA,
Following our detailed LIC Service and Fee Levy powerpoint presentation to
the GSA Council on March 25, 2019, please find additional information and
statistics regarding the usage of our LIC services by Graduate students, in
support of a *GSA Council resolution for an LIC fee levy referendum for
2019, that was to have been voted on during the same meeting but postponed*.
During the past academic year of May 2017- April 2018, the LIC has
received an average of *2 calls /week ( for a total of about 100 calls/year*)
from Graduate students seeking legal information assistance, *despite the
CSU website clearly stating that graduates are not eligible for the
service.*
*The Legal Information Clinic is only able to offer services to
undergraduate students at this time. However, graduate students can seek
help from the Graduate Students Association. Please contact the Advocacy
Manager at advocacy at gsaconcordia.ca <advocacy at gsaconcordia.ca>, by phone at
(514) 848-2424 ext. 7900, or visit them at 2030 Mackay Street.*

During the past academic year of May 2017- April 2018, *in cases only of
urgent demands or with the authorization of the GSA*, the LIC opened files
and provided services *to 48 Graduate students.*
During the past academic year of May 2017- April 2018, for each of these
48 Graduate students, *a minimum of 2-3 hours (for a total of at least 130
hours)* has been spent on one-on-one appointments and legal information
research by the LIC staff and law student volunteers.
Additionally the LIC has been offering annual Information sessions on
Immigrating to Quebec to International Students, which have been opened up
to and widely attended by Graduate students desperate for legal information
and assistance with their immigration procedures. For these immigration
sessions, the average attendance is *about 110 -150 students of which at
least 50% are Graduate students*.
Finally, on Friday May 10, 2019, the LIC will be holding its annual
Information session on Immigrating to Quebec for International Students
which will provide important and essential information in the face of major
changes to the Quebec immigration laws and system.
*However, if the LIC has not received by the end of April 2019, an
affirmative GSA Council resolution for an LIC fee levy referendum for 2019,
then there is a risk that Graduate students will be excluded from all
future services provided by the LIC including its annual Information
session on Immigrating to Quebec* *on Friday May 10, 2019.*
*Ballot question for GSA LIC fee-levy in 2019 *
Do you agree to apply a fee levy of $2.50 per semester in order to allow
graduate students with full access to the services offered by the CSU Legal
Information Clinic? This would include helping grad students to understand
and exercise their rights in immigration, consumer protection, business,
contracts, family law, criminal and civil penal, discrimination, as well as
any other areas of law. Grad students will be provided with assistance in
filling out temporary or permanent resident immigration forms along with
other government applications or infractions, given prioritized access to
workshops, and referrals to experienced legal specialists, as well as
accompaniment to any legal appointments or government services. By voting
for this fee levy, grads will be helping to overcome the high costs of
access to justice and legal fees for themselves. This fee would be
effective beginning in the Fall Semester of 2019 and will be refundable in
accordance with the Concordia University tuition and refund policy.
