[GSA Council] No quorum in December, I added more options for that

Dear Directors,

Thank you for your participation in the polls.

Now we have quorum on September, October and November.* I will close the
polls except the one for December by tomorrow at 10 a.m.* There are some
ties among the highest voted dates and times in each month. You can break
the ties by changing you votes before I finalize them. Otherwise, I have no
choice but to choose the date and time randomly among the highest ones with
ties after I close the polls.

For *December*, I added *more options* for you if it can help to reach the
quorum. Please submit your preferences for December as early as you can. We
have already passed the deadline.
