[GSA Council] GSA Initiative: GA Quorum

Hello Nura,

Thank you for the email; there are great ideas in here and we should
definitely bring this up at our next meeting on December 13th.

Creating funding policies indicating that student groups falling under the
GSA's umbrella must send one representative to the GSA GA each semester
seems to me like the most efficient mechanism to boost attendance.

As you mention, this can be done along with increasing our lobbying efforts
to get more club representatives at the GA and increase the incentive to
attend by drawing prizes.

Let's solve this GA quorum issue!
