[GSA Council] GSA Initiative: GA Quorum

Hello GSA Executives and Directors,

In light of the discussion last meeting, and considering the poor
attendance for the GA (this year and historically), I think one amazing
initiative that this year's team of Directors and Executives can undertake
is figuring out how to ensure quorum for the GA.

Such an initiative would likely include brainstorming sessions, talking
with LY's team (where possible), a study (checking out what other student
bodies at Concordia and at other universities do to get quorum), codifying
a new process (which may or may not include amendments to the bylaws), etc.

In hopes that this is something of interest, I already have one idea that
could be researched for feasibility that would help to attain quorum.

Specifically, as the GSA is the highest governing student body, and one
that provides funding to the clubs/associations that fall under its
umbrella, perhaps it's worth looking into lobbying subsidiary groups to
send one representative to the GA. More specifically, let's say the
president (or someone in their place) of every student group attends the
GA. We're already in great shape then, with not only a larger dedicated
attendance, but the presence of key student leaders that we know are
interested in contributing and promoting student well-being.

As a start, such action could be as simple as working with some of the
major student groups (e.g. JMGSA, etc. to which some of the executives
already belong) to have them add to their constitution or funding policies
that student groups falling under their umbrella must send one
representative to the GSA GA each semester.

Rouzbeh, our meeting facilitator, has also provided a valuable suggestion.
Specifically, he proposes that the GSA should follow TRAC in doing "door to
door advertisement". This practice has been adopted by TRAC and, according
to Rouzbeh, has allowed them to be very successful in always securing
quorum.

I'm sure there are many other things that can be done to increase GA
attendance (e.g. perhaps drawing a prize for attendees who stay for the
whole meeting to Concordia bookstore certificates which we can have
donated). These ideas and more need to be explored if the GSA truly wants
to make a difference.

Ultimately, I think a great legacy for this year's administration to leave
behind would be to solve our GA quorum issue... and I hope this email helps
to set things in motion :)
