[GSA Council] Motion for GSA accessibility

Hello all,

The point is that GSA members who are graduate students might not have time
to attend the GSA council meetings while they are productive in their
studies during the day. And as far as I understood by talking with some of
the GSA members, some of them do not completely understand what is going on
in the minutes which is so brief in my opinion. By releasing the podcast,
they can listen and well-understand about GSA council decisions in their
liesure time, like at night, or when they are on their way to home or to
school.

I did not mean recording the meetings which was rejected by the Policy
Committee, I said GSA can explain the minutes in plain language for GSA
members to listen in their liesure time.

I am open to other solutions.
