[GSA Council] Feb 27th Council Meeting Package

Thanks Geoff, I am checking with the executives to make sure their are no
issues with trying to reschedule the final two meetings for the semester.
If I get a green light I will send out Doodles in hope that we can find
more suitable dates for everyone.
