[GSA Council] ***Online motion: Quorum

Final results:

BIRT whenever the GSA council is composed of an odd number of councillors
leading to a quorum with a fractional component, the effective quorum shall
be rounded down to a whole number. As an example, in the current case we
have 17 councillors, with a quorum of 8.5, then the effective quorum should
be rounded down to 8.
