[GSA Council] ****Important Motion: Appoint Chair for GA

Hi Geoff,

According to
​the Bylaws (see below), the President can appoint another GSA member to
take on the role of Chair, however this requires "consent" or "direction".
To me this means that the President must either have the Council's consent
to appoint the Chair (as in the President must ask Council for the OK), or
be directed by the Council to appoint a Chair (as in Council tells the
President to appoint a Chair). I'm not sure if this entails a specific
motion or not (but, by my interpretation, consent or direction of council
would require a vote, and therefore a motion would be necessary). The
bylaws are really, overall, unclear, however it is clear that the President
cannot unilaterally appoint a Chair without the Council.

​I don't think that looking to "precedent" is the way to go in the case of
the GSA, since it seems that each year people interpret the bylaws
differently (or pick and choose which to uphold). I'm sure you can think of
many examples off the top of your head :-p

Article XIX – General Meetings

2. General Assemblies shall be chaired by the President. The secretary
shall be chosen from Staff Positions.
2.1. With consent or by direction of Council the President can appoint
another G.S.A. member to  take on the role of Chairperson.
