[GSA Council] Closed session meeting

Hello all, it has come to my attention that some sort of meeting has been
called by the executives to invite council members to discuss some specific
issues. I want to clarify that through my interpretation of the bylaws no
motions can be raised and voted for in this meeting.

Motions can only be moved and voted in regular council meetings that have
an agenda and a notice sent to all GSA members.
