[GSA Council] Motion to unfreeze budget

Hello all,

Srinivas has asked that I put the following motion through to an online
vote. Before I do this I would like any two people to move and second it.
If any of you would like to make amendments to the wording or add to the
motion now is the time, please reply to all with your suggested changes.
Once we have a motion that is okay with everyone I will send a link to
provide your votes.

"BIRT the revised budget be unfrozen and be approved to be shared with GSA
members through the website"
