[GSA Council] Open and Closed Minutes for 30 Oct Council Meeting

*re Srinivas' comment: *In motion 23, not just repetition of names, three
other directors names (Rouzbeh, Manoj, Anza) are missing who were present
in the meeting. Now we don't know what was their vote choice. *If we
consider everything, I don't know whether motion will pass or not.*

I would highly suggest that if it is suspected that the vote has not
passed, to follow-through with a vote by
written or electronic
signatures as per article 5, item 12 of the GSA bylaws.
*Since this motion pertains to the template report, to which the adoption
of impacts multiple executives' pays, it would be critical to clarify.
*(**Though,
as a note, since a motion regarding the template was passed in the
September meeting, see below, it may need to be clarified whether another
vote is in fact needed).
