[GSA Council] Open and Closed Minutes for 30 Oct Council Meeting

Hi Thufile, thanks for spotting these. If someone else can double check and
confirm I will have these changed. Also, for those who attended the
meeting please scan for any more discrepancies.

A note for the minute taker and the Chair, moving forward (and as pointed
out by Thufile) we should continue doing the roll call for each motion. I
know that it slows things down a little, but it prevents any
misunderstanding and lack of clarity.
