[GSA Council] Voting System URGENT Motion to Vote on

Hey,
I am voting for online voting. I'd much rather discuss this in person, but
we are not the first association to do this. PGSS has been doing it for
their council members and referenda since 2014.
And so has a bunch of Canadian student association.

The system was used before and it's not exactly difficult to set up. It
might need some time to work out, but we have to start somewhere?
