[GSA Council] Special Council Meeting Date - Monday 17th 4PM

Hello, to clarify to all. We could not reach quorum for the meeting
tomorrow (or any of the other suggested dates), so we have replaced the
in-person meeting to email voting of the given motions. For those who are
