[GSA Council] updated Council packet

Hello Mathilde,

To answer your question regarding 5.2. We were supposed to vote on covering
the cost of the increase using money from the health and dental insurance
reserve fund. We did not have enough information at that time regarding how
we can use the fund. The motion was tabled to the next meeting.
