[GSA Council] updated Council packet

Hi,I am sorry but I really find this quiet a messy agenda. 
1) Can 6.4, 6.5, 6.6 be in council business because they are council business.2) Can the closed session items be the last thing on the agenda so we do not kick people out in the middle and say we will call them back.3) Can we get things moving and form the committees before we waste all our time to police one another with the reports?
I say this here and now so we do not spend half an hour at the beginning to approve the agenda.
