[GSA Council] Quorum still needed on surveys for the next council meetings

Hello Councillors--

We have had not had success getting everyone to complete the doodle. And I
have heard form two Councillors that they cannot make any meetings this
summer. However to meet we need quorum of 10 Councillors.
