[GSA Council] Winter Semester Meeting Schedule + Notice for Feb Council

Sounds good!

Will we be able to book a conference room for each of these dates? Although
the Hall-building conference room we had our first meeting in was ideal, I
think any similar meeting space (for example, those used for large meetings
in the various departments) could work just as well.
