[GSA Council] Approval for A&S Congress Budget

Hey

Given the fact that Arts and Science participation in general is very low,
we are accommodating for the lower estimate in attendance. Departments like
Geography, English, Education and Communication are typically well
represented at GSA functions but others , for instance those hq'd at Loyola
like Physics, Chem+Biochem, Psychology, etc., typically don't bother with
the trip to SGW.

Given that we're already going over our initial estimates, it would be good
to see if this is moderately successful and, assuming it is, possibly scale
up for the next one.
