[GSA Council] Approval for A&S Congress Budget

After 3 failed General Assemblies, the Arts & Science Congress is a big
opportunity for the GSA. We can create a new space and a new way to get
students engaged in the organization. Please keep in mind that Arts &
Science students do not currently have the benefit of their own faculty
association.

Let's take advantage of this opportunity and commit the necessary resources
to make our members feel welcome in the GSA!
