[GSA Council] Approval for A&S Congress Budget

Hi everyone,

Please respond as soon as you can so we can book the space or make other
plans if necessary. We need council approval to move forward with the
upcoming Congress.

Personally, I think this is a good use of our resources, as it will give
Arts and Science members a chance to express what they want from their
association, and encourage them to participate in the GSA.
