[GSA Council] Budget committee

Hi,I will not be addressing any of this now; I am in a fairly discouraged state of existence right now.
Here is our bylaw article (XXI-2) with regards to bylaws amendments:
"2. Publication of the Notice of Motion- Upon its reception, the association must publish on its website and social media at its disposal the Notice of Motion. The Notice of Motion must also be sent to the members along with the agenda of the General assembly"
  
Can we do ALL of that please, as per our bylaws?

Hello Keroles and the GSA list--
Thank you for your comments Keroles. 
I will remind you and all Councillors that any member of council can move an agenda item by emailing the chair at least 5-days prior to the council meeting. 
Also, when we adopt the agenda any Councillor can amend the agenda.
Typically, a GA committee meets to approve the GA agenda. This was done in Nov for the Dec 1 GA, which did not make quorum so the GA agenda is automatically tabled until the next GA.
No one, not even you, motioned to amend the GA agenda after passing this bylaw change. The motion also did not state, for example, BIFRT this bylaw change shall be amended to the tabled GA agenda from Dec 1. If that was your intention, you should have proposed this resolution.
As an active Chair I try to be helpful, but I cannot read minds.
Please do not point fingers away from you as preparing the General Assembly and upholding GSA bylaws is a collective responsibility. 

I appreciate your concern, but am not sure this is worthy of further debate over the list.

Similarly bylaws changes approved by council should be circulated and acted upon... This really seems like quite simply ignoring council motions ( a recurring theme this year) or transforming council into meaningless waste of time... The reason this was brought to council as opposed to bylaws committee is to do this quickly enough for the GA. It was done quickly enough.. but later ignored.. I am just expressing my frustration

Hello keroles--
We are using the tabled agenda from Dec 1.
No new GA agenda  was approved by council or the GA committee. 
Bylaw changes must be circulated with the GA agenda. This change was not and therefore does not meet req for notice of amendment.
In the case, this bylaw change is being incorporated by the bylaws committee and will be considered by the members when they vote on the re-drafted bylaws at the last GA of this semester.
