[GSA Council] Budget committee

Hello keroles--

We are using the tabled agenda from Dec 1.

No new GA agenda  was approved by council or the GA committee.

Bylaw changes must be circulated with the GA agenda. This change was not
and therefore does not meet req for notice of amendment.

In the case, this bylaw change is being incorporated by the
bylaws committee and will be considered by the members when they vote on
the re-drafted bylaws at the last GA of this semester.
