[GSA Council] Payment to directors and execs

Hello Ribal and Finance Manager,'

If you have read the Bursary Policy. Please refer the 2.A where the Action
Plans for is from July to November and then starts from January, So
technically there is no Action plan for December and so they don't have to
present any report to be evaluated .

And Since a fixed amount of bursary is to be given to the Executives then I
has to be given. Please refer to 2011 - 2012 tenure where there was no
council meeting for the month of December and I have conformed from those
members that the Executives were paid as there were obliged to do so.

Please disperse the concerned Bursary amount to the concerned Executives as
few of them are traveling and Few of them have family to take care of.
