[GSA Council] [GSA Election] Final report of the CRO

[GSA Chief Returning Officer]

Hi all,

Attached is my final report, which provides 18 specific recommendations and
calls for the striking of a committee to rework the election regulations.
There are also 3 related documents: election expenses, participation rates,
and detailed results.

I believe this completes the tasks required of me as CRO. Please note that
I am still awaiting remuneration from the GSA.
