[GSA Council] Bursary motion & draft minutes - April 20

Hey,

Given that there are numerous interpretations of the motion here and the
only sutler who can speak to the intention of the motion is Sapandeep, it
is reasonable to suggest that Council reexamine the motion at the next
meeting.

Unfortunately, the fact that the bursary is awarded once per semester
suggests that the amount awarded under this new formula could either apply
to all bursaries post-April or for the Winter semester as a whole, it might
make sense to not award any bursary until this is resolved.

>From my understanding, if no resolution can be agreed to, Gretchen can
render the motion out of order since it is unclear and badly worded. In
that case, there wouldn't be any changes.

This is a great example to illustrate to the new council why motions should
be worked upon outside of council time and collectively. I estimate that
the amount of money wasted on the last closed session debate for this
motion (salaries, honorariums, food) was around $250. If the debate
continues, this will be more money wasted to try and save money.
