[GSA Council] Draft minutes from March 24 council and notice for April meeting

Hey folks--

To make this change in the minutes, simply propose the change (pls propose
the new exact wording your are seeking) after we have a mover and seconder
to adopt the minutes at the regular april council meeting. we can vote on
any amendments to the minutes then and any amendment can pass with a simple
majority.

As for the question about process, the best practice is to call for a mover
and a seconder before discussing a motion. At times during GSA council,
members may forget and begin speaking before the motion is opened for
debate (ie has a mover or seconder), but generally the chair should ask for
a mover and seconder before allowing further debate/discussion. And we have
had occasions where members prose motions and then declare their COI as
they cannot move it so they seek another Councillor to move it. If a
conflict of interest has been declared, it should be noted in the minutes -
