[GSA Council] Draft minutes from March 24 council and notice for April meeting

I was not able to attend the meeting, but if Trevor's description of what
happened is accurate, then I agree that the minutes should be altered.
Decisions made at council should not be taken lightly. Directors play an
important role in governing the GSA, and as we are responsible for
representing our members, we must be accountable for those decisions.
Transparency in the meeting records is an essential part of that.
