[GSA Council] Draft minutes from March 24 council and notice for April meeting

Hey,

just wanted to point out a clarification to a motion.

CO-20150324-04 was originally motioned by Korosh. Eftakhairul's name was
only substituted after Houda pointed out that this was a conflict of
interest. I don't think this is transparent and the motion does not reflect
the actual happenings of council.

If a director is uncomfortable having their name associated with council
business, it is their responsibility to remove themselves from the process
entirely. Motioning and then substituting their name for another director
is misleading to the membership.
