[GSA Council] Amendment to ECO Motion

Hey Gretchen,

Just received a suggested amendment from Anthony Garoufalis, the proponent of the ECO group, that should replace the third BIRT:

That the government of Quebec changes its policies, jointly
          with Indigenous communities, to recognize Indigenous rights
          and Aboriginal title, including the right to
          self-determination, and that it fully implement the United
          Nations Declaration on the Rights of Indigenous Peoples,
          including the right to exercise free, prior, and informed
          consent over any developments on their traditional territory.

This should replace the third BIRT which is currently written as:

That indigenous sovereignty
              over their territories, and their veto power over resource
              extraction projects, be recognized.

I imagine this must be done during the GA, so I will propose the change there. I am simply passing this to you now so that it can be easily modified.
