[GSA Council] Anti-austerity motion for General Assembly

Hi all!

The GSA has a "Quebec austerity" motion on the agenda for the General
Assembly on Thursday, so Jawad suggested I try drafting one.

If you don't know what austerity is (or why we need to stand against it)
please read my motion carefully!

I look forward to discussing it with my colleagues on the GA Committee
tomorrow morning, with all of you at our Council meeting in the afternoon,
and finally at the General Assembly on Thursday.
