[GSA Council] Change in structure of Council for 2015

David has kindly pointed out that it's the Winter 2015 numbers that would
be used for the 2015-16 election (and not the Winter 2014 numbers that I
used here).

Therefore, we don't know right now exactly how many Directors each scenario
would produce, although my figures can be used to give a general idea.
