[GSA Council] From Firas - Document for your consideration

Hello Councillors--

The following attachment was prepared by Firas and he is requesting that
Council append this document to the minutes for October 9th. If anyone has
any further documents about this issue for council to consider as
appendices please forward them to me before council so I can circulate them.
