Hi,
That still allow the top 2 to dominate council! 4+3 is 7... in a council of 11 you need 6 to pass things. actually even ENCS and JMSB combination can dictate council.

How about a very simple compromise solution? Intervals of 700 students. I believe this meets the 3 key criteria I outlined previously, and is easy to explain to our members.
1-700 students: 1 councillor
701-1400 students: 2 councillors
1401-2100 students: 3 councillors
2101-2800 students: 4 councillors
2801-3500 students: 5 councillors
This would give 4 ENCS; 3 A&S; 2 JMSB; 1 FA; and 1 indi.
The total is 11 councillors.

Jon, it is not arbitrary, it is the smallest council can possibly get. You have 4 faculties and SIP. You give 2 each that is 10. You want to do semi proportional then encs is biggest, SIP is smaller so you add 1 to ENCS and take one from SIP and you still have 10.
