[GSA Council] Final Council Packet for Oct 9 meeting

Hi,

This is to notify that I would be arriving and joining you guys in the
meeting by 5:30pm as I would get free from my job at 4:00pm. Please do
count me in for the voting councilor as i believe I would surely be there
by the time the council business starts.
