Jon, it is not arbitrary, it is the smallest council can possibly get. You have 4 faculties and SIP. You give 2 each that is 10. You want to do semi proportional then encs is biggest, SIP is smaller so you add 1 to ENCS and take one from SIP and you still have 10.
This way you need 3 groups to agree to pass things in council. In your case the top 2 can dictate council.
Last how many do you think are we now in council? We are supposed to be 20 but we have a few seats open. We ARE at 15, do you think council runs smoothly now?
This change needs to be fairly more drastic and even have my doubts about 10 being too many.

Thanks Sean and Keroles for taking the time to address my proposal for 2015
(and its possible variations)!
As I mentioned, I believe that my moderate proposal has the advantage of
(1) reducing the size of Council by about 1/4; (2) keeping representation
proportional by faculty; (3) preventing smaller faculties from being
dominated by larger ones.
I'm afraid that Keroles' proposal seems too arbitrary for us to be able to
justify it to our membership in a General Assembly.
Sean uses the number of students this semester for his calculation.
However, the current bylaws state that "This ratio will be determined by
the total enrolment number in the Winter term of the previous academic
year." This could of course be changed as well.
According to David, the number of students in the winter of 2014 was 2734
for ENCS, 1920 for A&S, 1179 for JMSB, 506 for FA, and 157 for indi. The
seats on Council, by my math, would thus be 5, 4, 3, 2, 1 (for a total of
15). Works out nicely, don't you think?
